Use ‘and’ with ‘between’

I THINK the following sentence which appeared in the Metro section of The Star on Dec 24 is grammatically incorrect:

“The male matures between 25 to 30 months while the females takes between 20 to 24 months”.

The correct sentence should be:

“The male matures between 25 and 30 months while the females take between 20 and 24 months.

The correct conjunction after “between” is and and not to and the verb after females should be take and not takes.

I also wonder why the writer used “male” (singular) and “females” (plural) in the sentence. Wouldn’t it be better if the sentence was written:

“The males mature between 25 and 30 months while the females take between 20 and 24 months”.
