DBKL prefers landowners to develop area on their own

THE Kuala Lumpur City Hall (DBKL) prefers to let the Kampung Baru residents develop their own land while it plays the role of administrator.
According to DBKL master plan department director Zainab Mohd Ghazali, under the Draft Kuala Lumpur City Plan 2020, there are four options for the Kampung Baru landowners on the development of their area.
Giving her view: Architect Mariyah Pit speaking at the KL Draft Plan seminar on Kg Baru. The first option allows the landowners who want to develop their land on their own to go ahead and do so.
The second option is a joint development project among the landowners to develop their land and to share the development cost.
The third option involves the Kampung Baru Development Corporation teaming up with developers to develop the land. In this instance, the DBKL will act as the mediator.
The fourth option involves the DBKL acquiring land in Kampung Baru for development under Section 3 (1) (b) of the Land Acquisition Act 1960.
This option is only to be used as a last resort when the landowners are unable to agree or compromise on the development plan.
“We don’t want to acquire land. In fact, we encourage residents to develop their land on their own.
“If money is an issue, then the DBKL will match make them with the right GLCs (government-linked companies),’’ Zainab said.
Zainab said this at a seminar on the “Draf KL 2020 Pelan Bandar Raya; Kampung Baru” yesterday.
She stressed that acquiring land was something the DBKL wanted to avoid.
“We prefer to take on the role of administrator. That is our objective,’’ Zainab said.
She said the most crucial aspect now was for the residents to submit their views and objections on the draft plan.
According to Zainab, the most important aspect of the plan is to decide on zoning and that the residents should look at the bigger picture, instead of harping on insignificant matters.
About 100 people attended the seminar at the Legend Hotel in Kuala Lumpur.
Those present include Kampung Baru Landowners Association vice-president Mohd Yusof Ismail. former KL mayor Tan Sri Elyas Omar, Kampung Baru residents, developers, town planners, bankers, investors, economists and architects.
