House to debate chemical arms Bill

PETALING JAYA: A Bill to check terrorism activities by prohibiting chemical weapons will be one of the highlights of the Second Session of the 11th Parliament which begins on Monday.

The Chemical Weapons Convention Act 2004, to be tabled for its second reading, seeks to bring legislation in line with the country’s international obligation to prevent the proliferation of chemical weapons.

It seeks to outlaw the possession or production of any chemical weapon.

Dewan Rakyat Deputy Speaker Datuk Lim Si Cheng said another Bill to be debated was the Exchange Control (Amendment) Bill 2004, which would increase penalties and extend investigative powers to Bank Negara officers over the illegal trading of foreign currencies.

He said the debates on the two Bills were expected to commence following the motion of thanks on the Royal Address.

Yang di-Pertuan Agong Tuanku Syed Sirajuddin Syed Putra Jamalullail will declare the second session open.

Lim also said four Bills would be tabled for the first reading: the Aviation Offences Act (Amendment) 2005, Armed Forces Act (Amendment) 2005, Government Investment Act (Amendment) 2005 and the Federal Capital Act (Amendment) 2005.

He expected the new session to be lively with MPs participating actively in the debates.

The meeting would also see the return of Bukit Gelugor MP Karpal Singh, who was suspended for six months from September last year.

Parliament public relations officer Ishak Momin said 1,070 questions for oral answers were included in the Order Paper while 267 questions were given written answers.

He said that among the main questions from the MPs were those touching on the tsunami disaster, the setting up of the Interfaith Commission of Malaysia, clearing of mangrove forests, dengue outbreaks and the illegal immigrants issue.

He said the Dewan Rakyat meeting would take place for 22 days from March 21 to April 28 while the Dewan Negara would meet for 11 days from May 3 to May 19.
