Police force rejects IPCMC

KUALA LUMPUR: The police force has rejected the setting up of the proposed Independent Police Complaints and Misconduct Commission (IPCMC) in favour of supervision by the existing Police Force Commission.
In his message for the 199th Police Day celebrations, Inspector-General of Police Tan Sri Mohd Bakri Omar said the setting up of the IPCMC was one of 24 proposals rejected from the 125 recommended by the Royal Commission to Enhance the Operation and Management of the Royal Malaysian Police.
He said the police force and police associations had made their stand at special sessions with the Prime Minister.
“The implementation committee set up at Bukit Aman-level rejected 24 of the proposals including the setting up of IPCMC.
“The decision was then forwarded to the implementation committees at the Government-level.”
Mohd Bakri said the Government had directed the Attorney General to study and consider the best alternative to the proposed IPCMC.
“My recommendation to the Government is that it should maintain the (existing) powers to oversee police officers and personnel discipline with the Police Force Commission, which was created under Article 140 of the Federal Constitution.
“The commission is vested with the power to oversee the discipline of police personnel.”
Later when asked about the IPCMC, Prime Minister Datuk Seri Abdullah Ahmad Badawi who was present at the celebrations at the Police Training Centre here, said: “We will decide and we will tell you when we have decided.”
In his message, Mohd Bakri also said that before the recommendations could be implemented last year, another commission had been set up to investigate the Standard Operating Procedures with regards to body searches.
“Following that, search procedures now come under the IGP's Standing Orders.
“I want all orders on body search procedures taught to all police personnel, including officers, so that they can be implemented immediately.”
