Competent labour
CUTTING down red tape and improving competency of the public sector workforce are among the major thrusts identified by the Government in its efforts to enhance the public service delivery system.
While the Government had expanded its existing one-stop centres and service counters to provide greater accessibility and choice in obtaining such services, it would mean nothing if the processes remain slow.
As such, work processes and procedures will be re-engineered and simplified, as more centres would be set up in the 9MP to speed up decision-making.
Cumbersome regulations and procedures will also be eliminated while more self-regulation approaches would be adopted for faster business permits and licences.
To regulate this, the Government would put a stringent enforcement and penalties for wrongful disclosure and non-compliance.
Inter-agency cooperation would also be introduced to streamline and improve information sharing.
A Ministerial Task Forces on Reducing Bureaucratic Red Tape, established during the 8MP, would be boosted further to achieve the objective.
Training programmes, emphasising on the development of language and communication skills, will also be introduced to improve competency of the current workforce.
The Government would also continue to introduce strategies and initiatives to strengthen individual and organisational performance in the public sector, including implementing a human resource management system to plan, attract and retain talented employees through a conducive work environment, work-life balance and compensation package.
The Government will also ensure front line agencies are staffed by appropriate personnel who are selected according to a set criteria to provide efficient and courteous services to the public.
To promote trade and investment in Malaysia and reduce the cost of doing business here, efforts are being put up to improve district and local level administration, deploying information and communication technology and manage public complaints.
