Push for low-cost houses

By SALINA KHALID

AN allocation of RM9.5bil has been set aside to ensure that Malaysians, especially those in the low and low-medium income groups, will have access to adequate, quality and affordable housing.

The Plan will see the private sector taking the lead role by supplying 71.2% (511,595 housing units) of the total 709,400 housing units. The public sector, on the other hand, will provide the necessary support and regulatory measures to ensure efficiency.

More than 19% (135,200 units) of the houses will be located in Selangor.

The Government will continue to build low-cost houses under the programme for the hardcore poor.
In terms of housing categories, 38.2% of the houses to be built will be a combination of low and low-medium-cost houses and 61.8% will be medium-high-cost houses.

The Government will continue to construct low-cost houses under the Housing Programme for the Poor/Low Income to ensure adequate houses for this group; this translates into 43,800 new housing units throughout the five-year plan.

The Government will also push for the completion of on-going projects involving 24,757 units.

The private sector has been targeted to construct 80,4000 low cost houses during the Plan period.

Developers will have to surrender the land allocated for the low-cost houses in their mixed development project if their project fails.

An allocation of RM233.1mil will be provided for the construction of houses for the hardcore poor as well as the rehabilitation of about 14,000 dilapidated houses.

In an effort to improve the quality of life in urban areas, the scope of coverage of the local authorities will be expanded and there will be increased people participation in ensuring a sustainable urban development.

A National Urbanisation Policy will be formulated to draw up strategies towards establishing safe, systematic, modern and attractive cities as well as townships.

A new entity, the Solid Waste Management Department will be established under the Ministry of Housing and Local Government to undertake policy formulation, planning and management of solid waste, including financial management.

Management of solid waste during the 9MP will be based on the National Strategic Plan for Solid Waste Management.
