Stress on positive values

AN ALLOCATION of RM 442.4 mil would be provided for culture, arts and heritage programmes, with 63% used for preservation and conservation of cultural heritage and the balance for implementing various arts and culture programmes at state and district levels under the 9MP.

Focus would be given towards enhancing the role of culture, arts and heritage in the daily life of Malaysians and strengthening strategic collaborations between the public and private sectors as well as civil society.

The Plan would continue to emphasise developing positive cultural values among Malaysians and creating a Bangsa Malaysia, which is united and harmonious in pursuing development goals.

A series of courtesy and integrity campaigns, which seeks to enhance positive social and cultural values and attitudes, would be undertaken.

The role of Istana Budaya would be strengthened as a centre of excellence for performing arts.
“The campaigns and other related programmes will emphasise the need for Malaysians to practise tolerance, mutual respect and other positive values necessary to maintaining national unity, social harmony and cohesion,” it said.

In order to ensure greater appreciation of culture, arts and heritage among Malaysians, access to these activities would be increased and active participation of all communities would also be encouraged.

The Program Merakyatkan Seni dan Budaya (Arts for All programme) is aimed at bringing the arts back into the community and making arts a part of daily life.

Under the programme, performances such as traditional and modern dances, drama and music, arts and craft-related activities involving communities in both urban and rural areas would be undertaken.

Another programme to educate and advocate the value of culture, arts and heritage appreciation amongst youths would be given more emphasis during the 9MP.

Concerted measures will be undertaken by the respective agencies to increase the number of those trained in various cultural and arts related fields and these individuals would be deployed to various schools under the Tunas Budaya programme to train students in these areas.

A similar programme would be extended to cover public sector employees and youths to improve their access to arts while strategic partnerships between the various state governments, local authorities, arts and community-based organisations together with the private sector would be established to ensure effective implementation.

The role of Istana Budaya would be strengthened as a centre of excellence for the staging of high-quality performing arts.

There will be greater encouragement for foreign productions to be staged at Istana Budaya.

The National Heritage Act 2005, which came into force in March this year, would provide for a more coordinated and integrated approach towards the conservation and preservation of national heritage. A textile museum would also be established this year to help disseminate knowledge and information and promote research on the art of handloom weaving, songket and batik.

The promotion and marketing of Malaysian arts, culture and heritage products would be intensified at both domestic and international levels through various marketing campaigns and the organisation of prestigious international events.

A Heritage Craft Apprenticeship Scheme would be implemented during the Plan period to provide skills training for the preservation of the traditional arts and crafts including indigenous crafts.
