Focus on empowerment and development

THE 9MP will not only focus on programmes that will equip youths with good leadership qualities but those that will help develop them into wholesome and spiritual individuals with high moral values and good ethics.
The Plan is geared towards making youths into towering personalities who can play a vital role in society. It seeks to empower youths so they will have a sense of shared destiny and can be more involved in nation building, promoting national unity and social integration as well as become role models for the next generation.
The Plan will also continue to focus on on-the-job skills training and entrepreneurial development that will help youths to be self-employed. These skills will help them to be resilient and be able to withstand challenges in a competitive environment.
On the cards is a National Youth Act to ensure effective implementation of the various development programmes. During the five-year plan, the youth population is expected to increase by an average of 1.1% per annum, that is, from 11.10million in 2005 to 11.65million in 2010.
The proportion of youths employed in the professional and technical occupation categories is expected to rise with the increase in graduates from institutions of higher education as well as the expansion of employment opportunities in the service and manufacturing sectors.
The Rakan Muda programme will be strengthened. In endeavouring to get special target groups involved, there will be collaborations between Rakan Muda and the private sector as well as non-governmental organisations.
This will be complemented by the introduction of new programme, Program Memperkasakan Tenaga Muda, (Programme to Strengthen Youths) which is designed to accommodate youths not selected for the national service programme.
A total of RM5.3bil has been allocated in the 9MP for the purpose of youth development. The allocation will be channelled via the Youth and Sports, Entrepreneur and Cooperative Development and Human Resources ministries.
Of the amount, a total of 75.1% or RM4.1bil will be spent on skills training while 8.3% or RM509.5mil be will taken up for management training.
The remaining 16.6% will be used up for programmes related to leadership training, commercial training, entrepreneurial development, Rakan Muda and rehabilitation and preventive measures.
