Bigger fund for research
A TOTAL of RM5,253.1mil will be allocated for Science, Technology and Innovation under the Ninth Malaysian Plan compared to RM3,337.9mil under the Eighth Malaysian Plan.
The target will be to increase national research and development (R&D) expenditure to 1.5% of gross domestic product (GDP) by 2010 with private sector expenditure of more than 70%.
A more holistic approach to strengthen the National Innovation System (NIS) will be adopted to enhance productivity and competitiveness.
In addition, measures will be taken to achieve the target of 50 research scientists and engineers (RSEs) per 10,000 labour force by 2010.
To achieve the target of 50 RSEs per 10,000 labour force, measures will be taken to increase the number of RSEs at an average annual rate of 17.7%.
Higher priority will be given to market-oriented research and development (R&D) and increasing the rate of commercialisation.
The R&D and commercialisation funding mechanism will be realigned to provide end-to-end financing. Resources will be redirected towards more demand-driven R&D to increase the rate of commercialisation.
