MPs fail to refer PM for misleading House

OPPOSITION MPs failed in their bid to refer Prime Minister Datuk Seri Mohd Najib Tun Razak to the Committee of Privileges for misleading the House.
Speaker Tan Sri Pandikar Amin Mulia ruled against an application by Dr Dzulkifli Ahmad (PAS - Kuala Selangor), which was supported by Datuk Mahfuz Omar (PAS - Pokok Sena), M. Kulasegaran (DAP - Ipoh Barat), Fong Po Kuan (DAP - Batu Gajah) and other Opposition MPs.
Citing the Standing Orders, Dr Dzulkifli told Dewan Rakyat that Najib, in his reply on the issue of oil royalties, had misled the House when he said that Kelantan and Terengganu only had the right to claim oil royalties from petroleum found in waters three nautical miles off the states’ territory.
Dr Dzulkifli also said the Petroleum Development Act did not have such a condition as stated by Najib, adding that payment should be in the form of royalties and not wang ehsan (goodwill payment).
Pandikar Amin, however, told Dr Dzulkifli that the Standing Order cited by him was giving notice for a motion.
He also said that for anyone replying in the House, including the Prime Minister, to be referred to the committee of privileges, he would have to have contravened three conditions - wrong facts, continuing to provide the answer with the knowledge that the answer is wrong and intentionally misleading the House.
He ruled that apart from the claim of misleading the House, Najib did not contravene any other of conditions cited above.
“This is telling lies in the house,” interjected Dr Dzulkifli.
Holding a copy of the Act, Mahfuz stood up to support Dr Dzulkifli’s argument.
Pandikar Amin however ordered them to stop, saying that he had made a ruling and anyone who was unhappy with the ruling should file a notice.
