Tee Yong: PR's shadow budget "just a promise that will not be fulfilled"
PETALING JAYA: Shortfalls in Pakatan Rakyat's shadow budget shows the coalition's “gross incompetence”, said MCA Young Professional Bureau Chairman Datuk Chua Tee Yong.
Chua, who is Deputy Agriculture and Agro-based Minister, pointed out that Pakatan would require an increase of RM5.1bil in emoluments, excluding increment for officers in other government agencies, to implement several policies.
The policies include a special teaching allowance of RM500 per teacher costing RM2.4bil in total, increase in salary for government officers based on a minimum wage of RM1,100 which would cost RM2bil and a 15% increase for police officer's salary costing RM754mil.
“However, based on the breakdown of operational allocation in Pakatan's budget, the emolument is expected to increase only by RM4bil from RM52bil in 2012 to RM56bil in 2013.
“The shortfall is at least RM1.1bil and the sum will be higher if increment is included for other ministries or government agencies. This shows grows incompetence,” said Chua in a statement.
Chua claims that Pakatan is possibly looking into trimming the civil service by retrenching 100,000 workers in order to fulfil their budget according to their projected emoluments. “Selangor Times (Selangor government-owned newspaper) have highlighted through Refsa (Research for Social Advancement) that the civil service accounts for the highest operating expenditure.
"Also, DAP publicity chief Tony Pua has previously suggested to reduce civil service by 40%,” he said.
Chua also pointed out that the amount for pension in 2012 remained the same in 2013, based on Pakatan's breakdown of operational allocation.
“How is this possible considering there will be new pensioners and also adjustment for pension due to their proposed salary increase.
“Their budget is just a promise that will not be fulfilled. Even pension and the emolument budget are understated, to paint a false impression of lower deficit or it is just sheer gross incompetence,” said Chua.
