KUCHING: The Sarawak Civil Service 2010 to 2020 Action Plan (SCS 10-20), which aims to improve delivery and project implementation, has been launched.

Chief Minister Tan Sri Abdul Taib Mahmud launched the 10-year comprehensive undertaking that will provide the civil service a structured and focused platform to realise the vision of a world-class civil service.

It also accelerates the comprehensive implementation of the transformation initiatives.

State Secretary Tan Sri Mohd Morshidi Abdul Ghani yesterday said SCS 10-20 had seven critical initiatives which had to be executed effectively to transform the state civil service successfully.

The seven critical initiatives are managing culture change, HR talent management, managing customer needs, innovation and creativity, e-Government, project and programme delivery excellence, and financial management transformation.

Morshidi explained that managing culture exchange was focused on imbibing and strengthening the core values of integrity, professionalism, kind and caring, being result-oriented, sense of urgency and ownership, and teamwork amongst all civil servants.

“Culture building is done through a series of strategic action at individual, group and institutional level,” he said.

He said the outcome of HR talent management would be a civil service manned by talented and wholesome individuals that were professionally trained and developed, highly competent and very dedicated.

Morshidi said the third initiative – managing customer needs – focused on delivering excellent customer service that was efficient, effective and consistently creating more value for the customer.

He said the state also had to harness the power of creativity and innovation from all civil servants to achieve its vision of world-class excellence.

The fifth initiative, e-Government, would be to leverage on ICT to upgrade the state’s service delivery to customers through easier and more efficient work process.

The project and programme delivery excellence initiative was to ensure that projects and programmes would be completed and delivered on time, within budget and meeting the expected specifications.

“We want to reduce delayed projects and sick projects and improve the professionalism and performance in project execution,” he said.

Morshidi said the last initiative – financial management – would look into resources to be used prudently, efficiently and effectively so as to support the desired level of the state’s development.

“The initiatives are designed to improve our service delivery and project implementation so as to enable the civil service to serve the rakyat better and enhance their well-being and happiness,” he said.
