Use interim transfer system, ministry urges used car dealers

GEORGE TOWN: The Transport Ministry wants more used car dealers to adopt the e-Interim Transfer system for easier transfer of ownership of trade-in cars or those sold to them.

Transport Minister Datuk Seri Kong Cho Ha said that through the system, a person could sell his vehicle to a used car dealer who can take temporary ownership of the car before it is sold to a new owner.

He said the system, implemented in December last year, was not being widely used.

“But we want all used car dealers to use this system. We want to monitor the usage before making it mandatory,” he added.

Kong said the system was important as there were many complaints that those who had sold their cars still received summonses and were getting loan reminders.

Opening the newly-refurbished Penang Road Transport Department’s Batu Uban two-storey branch office yesterday, he said that under the system’s interim period, the used car dealer who registers the car would be responsible for the car until it is sold to a new owner.

“If the dealer is unable to sell the car after six months, he would have to transfer it to his name or the company’s name,” he said, adding that the system was an initiative by the Association of Used Car Dealers.

Meanwhile, Kong said Penang JPJ made RM33mil in revenue last year, compared with RM32.4mil in 2010.

“The revenue collected was from renewals of road tax and driving licences, fees for transfer of ownership as well as fines,” he said.
