He said the Government had offered start-up grants to pre-school operators for the past two years, and a total of 220 private pre-school operators qualified for the start-up grants this year alone.

"The start-up grants will hopefully help new pre-school operators open more pre-schools in poorer urban and rural areas, as these areas are hard for the Government to reach," he said in his speech, before handing out the start-up grants to private pre-school operators here.

Muhyiddin, who is also Education Minister, had announced in 2010 that the Government would provide start-up grants for private pre-school operators to help improve access to pre-school education.
