LAND resources for food cultivation projects will be made available in Perak, says Mentri Besar Datuk Seri Saarani Mohamad.

He said there were specific areas designated as food security assurance zones along with suitable state-owned lands for agriculture.

“Therefore people who do not own land but are interested in cultivating crops can submit proposals and application forms together with a site plan to the district and land office for consideration, whether it involves applications for land grants or temporary occupation licence (TOL).

“However, those interested in undertaking agricultural activities can also apply under the Reserved Land Lease category which includes open fields, mining land, and reserved riverbank land.

“But applications under this category will undergo a process involving gazettement and lease offers,” he said when replying to Azman Noh (PH-Pengkalan Baharu) at the state assembly sitting in Ipoh yesterday.

Azman said food security was a priority under the Perak Sejahtera 2030 development plan and wanted to know how people without land could get involved in cultivating crops.

He also asked if it was possible for the government to simplify and speed up licence applications for those with TOL, to enable them to cultivate crops, at least for personal use, with the possibility of selling the excess produce.

Saarani added that lease applications for reserved land for agricultural activities was for a minimum period of one year and a maximum of 21 years.

“Each application will go through certain processes, and after getting the approval, applicants will need to prepare an agreement that will be reviewed by the State Legal Advisor’s Office before being finalised.

“The approval consideration period for all types of land in question – whether for the grant of ownership category, TOL or Reserve Land Lease – is dependent on complete documentation, in addition to being subjected to land reports and technical agency reviews,” he said.

He added that the Perak Land and Mines Director’s Office is also constantly improving the application process involving land under the e-Tanah system.

“This step can ensure land disposal matters are expedited in achieving the food security policy objectives in Perak,” he added.
