On Oct 7, Minister in the Prime Minister's Department Nancy Shukri told Bagan MP Lim Guan Eng in Parliament that no action would be taken against Ibrahim for lack of evidence.
Nancy, who is in charge of law in the PM’s Department, said the AGC decided not to prosecute Ibrahim after scrutinising the context of his speech and based on Article 11 (4) of the Federal Constitution, which provided for state and Federal law to control or restrict the propagation of other religions to Muslims.
This led to an outpouring of criticism against the AGC and Nancy which led to her calling on critics to "check the facts" of her reply in Parliament.
