VIENTIANE (Vientiane Times/Asia News Network): The reshuffle of state officials must be done based on the principle of “up and down” and “in and out” to ensure that more competent officials are promoted and able to serve the nation.
This was the message from Prime Minister Phankham Viphavanh (pic) in an instruction given to government bodies to streamline their departments as part of efforts to downsize government and reduce the number of civil servants.
