VIENTIANE: Seventy years ago, the Philippines became the second country in Asia and the fourth in the world to establish formal bilateral relations with Laos, and to recognise its role in the international community.
As Asia’s first republic, the Philippines committed to the self-determination of nations and promoted a “good neighbour” policy, participating in regional activities that fostered closer economic and cultural relations among Southeast Asian countries, on the basis of mutual respect for each other’s views and interests.
These principles still remain central to the warm friendship and steady partnership shared by Laos and the Philippines today, grounded in shared values such as spirituality, family, community, and the environment.
The strong bond between Laos and the Philippines is rooted in enduring people-to-people connections.
Filipino educators, engineers, and professionals have contributed to Laos’ economic growth and the resilience of its next generation.
Over the decades, numerous exchanges have strengthened these ties.
Lao experts have trained in agriculture and food security at institutions like the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and the International Rice Research Institute (IRRI).
Many Lao scholars have pursued higher education in the Philippines, focusing on science, engineering, and English language training to support Asean’s vision of a dynamic and innovative region.
Human capital development remains a key foundation of bilateral cooperation, with significant socio-economic benefits.
The Filipino community in Laos continues to play a vital role in enhancing cultural exchange and fostering mutual understanding between the two nations.
The Philippines and Laos have formal agreements spanning education, trade, tourism, agriculture, public health, intellectual property, and cultural cooperation.
Emerging opportunities for collaboration include energy, transport, finance, defence, disaster management, and transnational issues.
These areas of cooperation align with Laos’ efforts to graduate from least developed country (LDC) status and the Philippines’ aspiration to become a high middle-income nation.
Both countries recognise the importance of adapting to global challenges, such as climate change, public health crises, and digital transformation, which require collective action and shared expertise.
High-level visits, including in the context of Asean, have played a vital role in strengthening bilateral relations.
Lao leaders, including former Prime Ministers Khamtai Siphandone, Bounnhang Vorachit, Bouasone Bouphavanh, and current President Thongloun Sisoulith, have visited the Philippines, reflecting a long-standing commitment to partnership.
Similarly, Filipino Presidents Fidel V. Ramos, Gloria Macapagal Arroyo, Benigno Aquino III, Rodrigo Duterte, and Ferdinand Marcos Jr. have travelled to Laos, reaffirming their dedication to fostering ties.
These exchanges have paved the way for deeper cooperation in multiple fields, demonstrating both nations’ resolve to build on their historical connections for mutual benefit.
Within Asean, Laos and the Philippines maintain strong cooperation, working towards regional peace, stability, and economic growth.
The Philippines played a key role in supporting Laos’ accession to Asean in 1997, recognising its potential to enhance regional connectivity and resilience.
Laos’ 2024 Asean chairmanship showcased its leadership in addressing pressing regional issues, hosting numerous meetings, and fostering collaboration among member states.
The Philippines commends Laos for its effective stewardship and warm hospitality towards all delegations, further cementing the friendship between the two nations.
As the partnership reaches its platinum jubilee, the Philippines sees an upward trajectory in its relations with Laos.
Filipino companies continue to explore opportunities in Laos’ key sectors including agriculture, renewable energy, tourism, and others.
Defence cooperation has also been strengthened by the mutual presence of defence attachés.
Trade and tourism between the two nations show promising growth.
Laos, with its rich culture and natural beauty, would be an attractive destination for Filipino tourists.
The Philippines places great importance on empowering women, youth, and children through programmes that foster economic participation, social inclusion, and leadership.
Exchanges in the arts, music, fashion, and food further enhance both countries’ understanding and appreciation of each other’s cultural heritage.
This milestone offers an opportunity to celebrate the remarkable achievements of the Laos-Philippines partnership, while renewing the commitment to strengthen ties.
