KUALA LUMPUR: Prestariang Bhd, which a year ago bagged the Government’s approval in principle to modernise the national immigration system’s core applications and infrastructure, has clinched the Cabinet’s green light to implement the project under a 15-year, RM3.5bil concession.
In a filing with Bursa Malaysia, the ICT service provider said it had received a letter dated Nov 15 from the Home Affairs Ministry confirming that the Cabinet had approved the implementation of the proposed National Immigration Control System (SKIN) by the company.
When fully commissioned, the new border control system will replace the current Malaysian Immigration System (myIMMs), the online immigration database maintained by HiTech Padu Bhd.
Prestariang said SKIN would be implemented by way of a public private partnership through the Build, Operate, Maintain and Transfer (BOMT) method.
The 15-year concession will consist of three years of build and deployment phase and 12 years of maintenance and technical operation phase.
Prestariang said it would be paid only on full commissioning of the system (after three years), with an average annual payment of RM294.7mil from Year 4 to Year 15 during the maintenance and technical operation phase.
It said the starting date for SKIN was subject to the finalisation of the terms and conditions of the agreement to be mutually agreed between it and the Government.
In its 2015 annual report released in April, Prestariang, whose substantial shareholder includes Retirement Fund (Inc) or KWAP (12.5%), said SKIN was set to be the next growth driver for the company.
“If awarded, SKIN is set to be a game changer for the group as it would not only multiply revenues and profits, but also accelerate our business transformation to an innovation-driven enterprise that develops products and services for the digital economy,” Datuk Mohamed Yunus Ramli Abbas said in the chairman’s statement.
Earlier this month HiTech Padu, the main supplier of the current myIMMs system, was awarded a RM48.23mil contract to integrate Fomema’s Foreign Worker Medical Examination System (FWMES) with myIMMs used for biometric verification of foreign workers.
