KUALA LUMPUR: The second phase of the National Recovery Plan, to be implemented after the country has achieved the threshold values set, will still represent a stringent Movement Control Order (MCO) with social activities being barred and movement curbs enforced like in the first phase.

Finance Minister Tengku Datuk Seri Zafrul Abdul Aziz said the main differences between Phase 1 and Phase 2 are the increase in physical capacity allowed from 60 per cent to 80 per cent for certain permitted sectors and the addition of more sectors to the "positive list” of sectors that are allowed to operate.
