HRD Corp levy increases cost, says Rehda

Rehda said the levy has “affected companies’ financials adversely”.

PETALING JAYA: Property developers are lobbying to be excluded from paying a levy to the Human Resources Development (HRD) Corp, claiming that the levy contributes to increasing construction costs.

The Real Estate and Housing Developers’ Association (Rehda) Malaysia said in a statement the levy, which is 1% of employees’ monthly wages, has been mandatorily paid to HRD Corp beginning from 2021 and has “affected companies’ financials adversely”.

Rehda further called the levy “unfavourable”, pointing out that developers are already required to pay a 0.125% levy on the total value of construction work to the Construction Industry Development Board.

In addition, architects, engineers, quantity surveyors, town planners and land surveyors are already obligated to pay their annual renewal of registration fees, it said.
