SELANGOR SPCA patron Tan Sri Lee Lam Thye has called on state governments to direct all local authorities to abandon plans to catch and destroy stray dogs, and to start a Trap-Neuter-Release-Manage (TNRM) programme instead.
According to the animal shelter, the state governments should set aside funding for this humane and non-controversial approach to dealing with strays.
