THE Penang Botanic Gardens Special Area Plan (SAP) exhibition got off to a slow start, much to the irritation of parkgoers. They arrived on time in the morning to find the booth still closed.
A banner outside the park announcing the exhibition stated that it would start at 8am but workers were still setting up the place at 9am.
