PROPERTY owners who find their walls outside vandalised with graffiti need to clean them up or the city council will do it and bill them for the job.

Penang Island City councillor Wong Yuee Harng said although such cases were rare, they do occur and most owners comply as it doesn’t cost much to rectify the issue themselves.
