FOUR main work packages under Water Resources Assurance Scheme (Skim Jaminan Air Mentah or SJAM) infrastructure development are expected to be completed by the year end.
As at Feb 28, the progress for all packages stand at 40.80%, said state executive councillor Hee Loy Sian, who was answering on behalf of state infrastructure and public amenities, agriculture modernisation and agro-based industry committee chairman Izham Hashim, to an oral question from Ean Yong Hian Wah (PH-Seri Kembangan) on SJAM’s progress and how it benefits the people.
The four packages involve the supply, installation, testing and commissioning of pumping systems and other related works at Hybrid Off-River Augmentation Storage (Horas) 600 in Bestari Jaya, Kuala Selangor, Rantau Panjang Water Treatment Plant (WTP) in Kuala Selangor, Sungai Selangor Phase 1, 2 and 3 WTP in Bestari Jaya, Kuala Selangor and Sungai Semenyih WTP in Jenderam Hilir.
SJAM is a Selangor government initiative involving all related government agencies and departments in coordinating water-related matters holistically for both short- and long-term planning.
“SJAM comprises four main components,” said Hee.
“It includes raw water management by Selangor Water Management Authority (LUAS) in ensuring sufficient raw water in terms of quality and quantity for domestic, industry, agriculture and fishing use; clean water supply management by Air Selangor for Selangor, Kuala Lumpur and Putrajaya; flood mitigation management by Selangor Drainage and Irrigation Department (DID) and wastewater management by Indah Water Konsortium (IWK).”
He said there were two phases under SJAM – addressing the water pollution issue in Sungai Selangor and ensuring sufficient raw water during dry seasons.
“When phase one is completed, there will be an uninterrupted supply of water even if contamination is detected in raw water sources at Sungai Selangor or Sungai Langat.
“Currently, the WTP are shut down when pollution is detected in Sungai Selangor or Sungai Langat, which channel raw water to the plants.
“This results in interruption of water supply to consumers.
“Through SJAM, ponds will be automatically activated to pump water to the WTP, while contaminated raw water will be diverted downstream of the river without having to go through the WTP,” he added.
Hee said Selangor government, under phase two, was focusing on a holistic water resource management programme to ensure sufficient water storage to meet current demand.
“The state government through LUAS is developing an inventory of all reservoirs and lakes in Selangor.
“These reservoirs and lakes will be used as alternative water sources during the dry season, along with reservoirs under the existing Pond Pumping Operation (Operasi Pengepaman Air Kolam),” he said.
