Raw water scheme contractor to be penalised for further delays

FURTHER delays to the Raw Water Security Scheme (SJAM) due to the fault of the contractor will not be tolerated by the Selangor government.

Penalties will be imposed if there any more delays, said Selangor infrastructure and agriculture committee chairman Izham Hashim.

“The state had informed the contractor that no more extension will be considered after this.

“Instead, the contractor would need to pay a penalty to the state based on the terms in the contract,” he said at the state assembly yesterday.

Michelle Ng (PH-Subang Jaya) questioned the status of the project and when it would be completed.

Izham said the project was supposed to be 91.16% completed but was delayed slightly based on the timeline.

“The project is expected to be completed before the end of 2024 and will be surrendered to Air Selangor Sdn Bhd by the first quarter of 2025 after testing and commissioning,” said Izham.

The four packages involved the supply, installation, testing and commissioning of pumping systems and other related works at Hybrid Off-River Augmentation System (Horas) 600 in Bestari Jaya, Kuala Selangor (Package A); Rantau Panjang Water Treatment Plant (WTP) in Kuala Selangor (Package B); Sungai Selangor Phase 1, 2 and 3 WTP in Bestari Jaya, Kuala Selangor (Package C); and Sungai Semenyih WTP in Jenderam Hilir (Package D).

Package A is 83.65% completed and is ahead of the planned completion timing.

This package is expected to be ready by the end of September with the installation of electricity and testing.

Package B’s physical ground work is completed and is waiting for the installation of the electricity by the end of this month.

Package C is 95.04% completed and is expected to be fully completed by the end of July.

“However, the testing and commissioning process will take place together with the completion of Package A.

Meanwhile, Package D is facing a 6.23% delay.

“The reason for the delay is the contractor discovered an underground pipe that was not detected earlier.

“The pipe was discovered on May 16. It needs to be relocated first,” he said.
