THE soon-to-be rebuilt Pasar Awam SK 10 (SK 10 Public Market) in Seri Kembangan, Selangor, will be redesigned to include a communal space and will have local elements that reflect its location.
“We are looking at including value-add purposes and producing better communal spaces,” said Malaysian Institute of Architects (PAM) council member Alvin Lim Hai Seah.
He said the idea was to go beyond the traditional market concept of using the space for buying and selling, and to get the community involved.
PAM president adjunct professor Adrianta Aziz said the new market would feature elements that reflected the Malaysian identity and the local area, in line with Housing and Local Government Minister Nga Kor Ming’s recommendation.
“Besides aesthetics, the design also has to factor in maintenance and functionality,” he said.
“Nga said that well-designed public markets could even be made into tourist attractions. Similar to those overseas, public markets can offer local produce and food to attract tourists (to experience the local lifestyle).”
The two architects were speaking after a memorandum of agreement signing ceremony between Subang Jaya City Council (MBSJ) and PAM to organise a design idea competition to redesign Pasar Awam SK 10.
MBSJ was represented by its mayor, Datuk Amirul Azizan Abd Rahim.
“This competition will be open to PAM’s corporate members, which number about 2,000,” said Adrianta.
“We want to promote PAM’s services and to educate the public on the importance of working with registered, qualified architects.”
Lim said, “This is a real project, for an actual building to be built. It is the law of the country to appoint a locally registered architect for such projects. A foreign architect is welcome to work on this project but it must be done in collaboration with local architects.”
Adrianta said PAM had held a similar design idea competition for Pasar Awam Bukit Mertajam in Penang, and was looking at a similar initiative in Kluang, Johor.
“The final submission and competition judging process for Pasar Awam SK 10 will be in December, while the winning design will be announced in early next year,” said Lim.
Amirul Azizan said the new two-storey market occupying a 0.267ha site will have modern facilities and include elements in line with the United Nations’ Sustainable Development Goals, such as rainwater harvesting.
The ground floor is for the sale of wet goods and fresh produce while the upper floor has dry goods, food stalls and a community centre.
MBSJ has submitted an allocation request of RM12.5mil to the Housing and Local Government Ministry’s Local Government Department under the 12th Malaysia Plan for the project.
The competition offers prizes totalling RM130,000, including RM50,000 for the first prize.
“This competition shows that the Federal, state and local governments recognise the participation of the private sector in designing public facilities,” said Seri Kembangan assemblyman Wong Siew Ki, who was present at the event.
“As stipulated by Nga, the reconstructed Pasar Awam SK 10 will be designed to meet green building standards and be turned into a tourist destination, thus becoming a model public facility.
“The agreement signing is also a small step in the market redevelopment project, which was previously delayed,” Wong said, adding that she hoped the new market would become a Seri Kembangan landmark.
Also present were MBSJ councillor Kamarul Hisham Yeop Hashim, Subang Jaya deputy mayor Mohd Zulkurnain Che Ali and MBSJ councillor Lee Jen Uyin.
The SK 10 Public Market is a morning market located on Jalan Pasar in Kampung Baru Seri Kembangan.
It was previously reported that traders were relocated to a temporary site on Jalan SK 6/1 in April last year, while the old market was torn down and a new one built as part of a three-year project.
