Council explains processes before Rawang incinerator project can start


Shahman: Selayang council is aware of residents’ concerns.

SELAYANG Municipal Council (MPS) says the proposed incinerator project in Batu Arang cannot commence before relevant studies are carried out.

However, MPS president Shahman Jalaludin said land rezoning for the project would have to be done prior to the studies.

“The important thing for people to understand is that we are not even at the construction stage yet. Many people are unclear about this issue.

“After rezoning, only then can the studies be carried out.

“After the studies are completed, the proposal will be sent to the Selangor government to decide,” he told StarMetro after chairing the council’s full board meeting.

Shahman’s explanation came in the wake of protests by Rawang residents against the plan to rezone the proposed incinerator site from residential to industrial status.

He was responding to a July 2 StarMetro report about residents submitting over 4,000 objection forms to MPS opposing the rezoning plan for the incinerator project.

The objection forms outlined key issues such as conflicts with Rawang’s image as a heritage town, traffic hazards, health risks, odour and water pollution as well as the potential impact on property value.

Shahman said KDEB Waste Management Sdn Bhd, project operator for the proposed RM4.5bil incinerator, was tasked with carrying out the Environmental Impact Assessment, Social Impact Assessment, Traffic Impact Assessment and Soil Investigation Report.

He said the council was in the process of rezoning the land from residential to industrial.

“We are taking residents’ concerns into serious consideration.

“This project involves various departments like the Department of Environment and state PLANMalaysia (Town and Country Planning Department).

“We will work with them to move forward,” he added.
