TWO heads of department at Subang Jaya City Council (MBSJ) will be transferred to two other city councils in the Klang Valley, marking the start of a mutual transfer programme by the Selangor government.
MBSJ Treasury director Mohd Fadzil Mahat will move to Shah Alam City Council (MBSA), while MBSJ Building Department director Nor Azmi Mohd Rosli will head to Petaling Jaya City Council.
Affandi Jaafar from MBSA and Haslinda Mohd Rantam from Klang Royal City Council will take on the posts vacated by Mohd Fadzil and Nor Azmi respectively.
The incoming individuals are also directors of similar departments at their respective councils.
Subang Jaya mayor Datuk Amirul Azizan Abd Rahim said the Cross Fertilisation Programme (PCF) was a state directive, with the first phase taking place across Selangor’s four city councils.
He said other department heads would be transferred in coming months while the second phase would involve municipalities.
“This practice is for sharing knowledge and best practices as well as for the directors to gain experience at their new posts.”
Amirul Azizan said the transfer duration would comprise one mandatory year and one optional year, with the extension to be decided by the state government.
“The transfer date (for Mohd Fadzil and Nor Azmi) is effective Feb 3, 2025,” he said, after chairing the MBSJ full board meeting at the city council headquarters in USJ5, Subang Jaya.
A Public Services Department circular states that the PCF was aimed at exposing officers to new knowledge, skills and work culture through placements in other organisations, and to be adapted when they return to their original agency.
On the status of the Pasar Awam SK10 (SK10 Public Market) project in Seri Kembangan, Amirul Azizan said the competition to redesign the market attracted over 80 submissions with 10 designs being shortlisted and the winner to be chosen by mid-February.
As for the construction, he hoped it would start by June and completed in two to three years’ time.
He added that the Housing and Local Government Ministry had granted MBSJ an RM12.5mil allocation for the project.
It was previously reported that the proposed two-storey market occupying a 0.267ha site will have modern facilities and designed to meet green building standards.
The SK10 Public Market is a morning market located at Jalan Pasar in Kampung Baru Seri Kembangan. Its traders were relocated to a temporary site at Jalan SK 6/1 to allow the old market to be demolished and new premises built.
