FOR as long as anyone can remember, the Indiana city of Kokomo has been a conservative stronghold. Ronald Reagan crushed Walter Mondale in Kokomo. Bill Clinton lost twice. So did Barack Obama.

The current mayor, a Republican, is running unopposed for re-election. It’s a town known for something it would prefer to forget: a Ku Klux Klan rally in 1923 that was the largest ever.
