Japan embraces foreign workers

FOUR years ago, Hizatsuki Confectionery hired its first foreign workers.

The company, located in a mountainous region north of Tokyo, has been crafting rice crackers since 1923, originally under the name Teikoku Senbei, or Imperial Rice Crackers.
