KOTA KINABALU: The authorities should engage with local Sabah communities and leaders before a proposal to issue special identification documents to foreigners is adopted, says an activist.
Sabah Human Rights Centre president Sherzali Asli said the document, which is similar to a previous one proposed – the Sabah Temporary Pass – must not be forced through.
