PUTRAJAYA: Datuk Dr Zulkapli Mohamed and Datuk Johan Mahmood Merican have been appointed as the new Public Service director-general and the secretary-general of Treasury respectively.
Their appointments come into effect Monday (Feb 27), said Chief Secretary to the Government Tan Sri Mohd Zuki Ali.
He said that Yang di-Pertuan Agong Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shahhas consented to the appointments of Zulkapli and Johan.
Zulkapli, 58, has served in the civil service for 31 years, having joined on Dec 1, 1992, after graduating from Universiti Sains Malaysia.
He also has a Masters in International Development from University of Japan and a PhD in Economics (International Finance) from Meiji University, Japan.
Zulkapli was the deputy director-general of the Public Service Department prior to this appointment.
He has served in various capacities and portfolios, including chief executive officer of SWCorp and Sabah federal secretary.
Zulkapli’s appointment came after the post was left vacant since last December following the government’s decision to end the service of Datuk Seri Mohd Shafiq Abdullah.
Mohd Shafiq was earlier involved in a controversy following an incident where he berated an immigration officer at the Kuala Lumpur International Airport (KLIA), who later lodged a complaint against him.
A high-level committee headed by the Attorney-General Tan Sri Idrus Harun was set up to probe the incident and had issued recommendations, which remained undisclosed.
Meanwhile, Johan, 50, was the deputy secretary-general (policy) of the Treasury prior to his elevation.
The post has been vacant for several months.
The University of Cambridge graduate has, prior to this, served as chief executive officer of Talent Corporation Malaysia Berhad (TalentCorp), deputy director-general (policy) of the Economic Planning Unit and director of budget in the Finance Ministry.
