Health Ministry allocates RM20mil to upgrade medical devices licensing and registration platform


PUTRAJAYA: The Medical Device Centralised Online Application System (MeDC@St) will be upgraded at a cost of RM20mil.

The system, launched in 2013, was developed to manage registrations, export permits and licensing of medical devices.

Health Ministry director-general Dr Muhammad Radzi Abu Hassan said the improvement would incorporate nine main modules including the establishment license model, medical device registration module and compliance assessment body module.

"The upgrades will also include new features such as Artificial Intelligence, cloud infrastructure; e-Certifican and e-Letter, mobile application and chatbots.

"It will also see a strengthened security system and speed up the licensing and registration of the medical devices," he said.

Dr Muhammad Radzi said the MeDC@St 3.0 application system would released in stages beginning 2025.

"The upgrading, involving the cost of around RM20mil, is aligned with Medical Devices Authority’s (MDA) strategic digitalisation plan 2021-2025," he added.

He said MDA was also planning to consolidate all the existing online services - including MeDC@St, the authority’s feedback management and search systems - under one platform known as i-MDA for better user experience and convenience.

Dr Muhammad Radzi said this in a speech at the signing ceremony between MDA and Malaysian Administrative Modernisation and Management Planning Unit (Mampu) here on Wednesday (Sept 6).

He said Mampu would provide consultation services to MDA in the aspect of System Development and Database Management in the implementation of specification on business requirements development studies to develop the MeDC@St 3.0 system.

It would also assist in developing business requirements specifications and system requirements specifications using the Public Sector Application System Engineering guidelines within the stipulated period, he added.

Mampu director-general Datuk Rodzi Md Saad said early discussions between its unit and MDA began in July.

"I hope the efforts towards making MeDC@St a successful application will enhance customer satisfaction and change the people's negative views and perspectives towards government services.

"This will indirectly increase the achievement of Malaysia's position in the e-Government Development Index (EGDI), which ranked 53 out of 193 global positions in 2022," he added.
