Lack of quorum briefly pauses Dewan Rakyat proceedings

KUALA LUMPUR: Dewan Rakyat proceedings on Thursday (Oct 19) were temporarily halted due to a lack of quorum in the House.

This occurred when Roy Angau Gingkoi (GPS-Lubok Antu) was giving his speech on Budget 2024 and Datuk Mas Ermieyati Samsudin (PN-Masjid Tanah) pointed out that there was a lack of quorum.

She stood up and raised Standing Order 13(1), to which Speaker Tan Sri Johari Abdul then ordered a headcount.

The number of MPs present in the House was not disclosed.

Johari then ordered the bell to be rung for two minutes to get more MPs into the august House.

After that, proceedings resumed.

Under Standing Order 13, there must be at least 26 MPs in the 222-seat Dewan Rakyat for proceedings to be held.

This is the second time proceedings came to a halt in a 15th Parliament meeting.

The first time was in March, when there were only 24 MPs in the hall and proceedings were halted for two minutes.

There had been previous incidents of a lack of quorum in the Dewan Rakyat during other administrations.
