‘Separate documents, avoid stalled projects’


SEPARATING the Advertising Permit and Developer’s Licence (APDL) are among the measures taken to prevent housing projects from running into problems, says Deputy Local Government Development Minister Akmal Nasrullah Mohd Nasir (pic).

He said the ministry had made it compulsory for housing developers to obtain a developer’s licence first.

The AP and DL are the two forms of permission that are required for residential developments.

Previously, he said the APDL licence would be given together.

“When a developer wants to build residential property, they will get planning approval from the local authorities. Before selling their projects, they will come to the ministry for the APDL.

“There is a loophole (here),” he said during Question Time.

As such, for this year, Akmal Nasrullah said the ministry decided to separate the two licences.

The DL must be obtained before the planning process starts.

“This form of enforcement may seem small but it has significant implications,” he added.

He said the ministry was also looking into the mechanisms of blacklisting developers of problematic projects.

The APDL is also a sales permit, in addition to being a housing development licence.

Developers are required to display their licence number on all advertisements and the project billboard.
