POLICE in China’s Hubei province have dropped a murder charge after finding out that the perpetrator was only 11 years old, reported Sin Chew Daily.
In the August incident last year, the 11-year-old boy had pushed his neighbour, a four-year-old, into a septic tank, causing the latter to drown.
The victim’s father showed reporters a document from the Jinzhou city public security bureau outlining the decision to withdraw the case.
According to Chinese law, the minimum age of criminal responsibility in the country is 12.
A spokesperson from the bureau said the boy was currently receiving counselling at a correctional facility.
“Whether he will be allowed to return to school will depend on his recovery at the correctional facility,” the spokesperson said.
As there is no longer a criminal case, the victim’s father said he was considering launching a civil suit against the perpetrator’s family.
According to the Beijing Guanheng Law Firm, the perpetrator’s parents could be found responsible for their children’s actions.

The dogs spotted the cart outside of their house on Jan 25 and had waited for the seller to look away before making their move.
When the stall operator briefly turned away, the huskies hopped on the cart which caused it to move away.
Pedestrians managed to film the two dogs riding away on the cart before the stall operator managed to catch up to it.
The stall operator demanded 8,000 yuan from the owner of the two huskies, saying that the dogs had contaminated his food.

Li held his Free Soul concert in Kuala Lumpur on Jan 27 and described Wong as “an excellent singer-songwriter that I admire very much”.
Adding that Fairy Tale is one of his favourite tunes, he performed the number mid-concert in honour of Wong.
Wong later found out about it after fans posted snippets of the performance on Instagram and tagged him.
“Ronghao is a singer-songwriter that I admire very much. Welcome to Malaysia!” Wong wrote.
Wong, who is originally from Ipoh, debuted in 1995 as a duo alongside Victor Wong.
The two pursued solo careers in 2000 and have made a name for themselves in the Taiwan music scene.
Wong was once nominated in the Best Male Mandarin Singer category in the 1997 Golden Melody Awards.
