PETALING JAYA: All civil servants will be evaluated under a new Demerit Performance Evaluation System (DEEP) starting this year, according to the Chief Secretary to the Government, Tan Sri Mohd Zuki Ali.
Under the new system, everyone will begin with 100 marks at the start of the year, and a failure to meet their key performance index (KPI) or to implement the assigned task will result in a demerit.
He stated that the new evaluation system aims to provide a fairer assessment of an officer’s performance and is not intended to penalise anyone.
Mohd Zuki also announced that the Public Service Department, the Treasury, the Implementation Coordination Unit (ICU), and related agencies have been given a month to report back with a list of directives that could be improved or are not aligned with current times.
“It is hard to accept that we are still adhering to outdated regulations and directives that are not suitable for today,” he added.
The current KPI evaluation is conducted at the end of the year, and many of these evaluations are rushed due to tight deadlines.
Mohd Zuki made these remarks after delivering the New Year 2024 address to civil servants yesterday.
He struggled to hold back tears, becoming emotional after mentioning several national achievements, which he credited to the relentless efforts of the civil service.
“Civil servants are often described as unsung heroes whose contributions go unrecognised. Yet, when there are failures, they are the first to be blamed,” he said.
He encouraged civil servants to ignore such perceptions and concentrate on fulfilling their responsibilities for the betterment of the nation and its people.
He also urged all civil servants to support the Madani government led by Prime Minister Datuk Seri Anwar Ibrahim.
