KUALA LUMPUR: Twenty-four unauthorised users approved applications to bring in foreign workers under the Foreign Workers Centralised Management System (FWCMS), says Public Accounts Committee (PAC) chairman Datuk Mas Ermieyati Samsudin.
She said the committee found flaws in identification monitoring in the FWCMS system where two user IDs did not belong to any Human Resources Ministry officer.
“There are 24 unauthorised users who had approved 24 applications by employers. This matter has been reported to the police to investigate the matter,” she told a press conference at the Parliament media room here on Wednesday (July 3).
Mas Ermieyati said earlier the FWCMS was used for more than six years without a finalised contract.

She said the FWCMS contract between the vendor and government had not been finalised and signed, even though an acceptance letter was issued on Jan 12, 2018, up to the PAC proceedings on March 13 this year.
Mas Ermieyati said the PAC proceedings found that the Cabinet had, on Aug 26, 2015, approved the development of the Foreign Workers Integrated Management System (ePPAx)and FWCMS, which are two separate systems under a single window concept.
"This resulted in overlapping functions between agencies in developing the foreign worker management system and a wastage of public funds,” she added.
Mas Ermieyati said the PAC report on the management of ePPAx and FWCMS under the Human Resources Ministry and Home Ministry was based on four proceedings conducted by the committee held in December, January and March.
Witnesses were called from the two ministries, the Audit Department, the Peninsular Malaysia Labour Department, and FWCMS vendor Bestinet Sdn Bhd.
Mas Ermieyati said Bestinet had patented its trademark and copyright to safeguard the interests of the government and would hand over the whole system including the tools, software, documentation and intellectual property rights to the government even if the FWCMS contract was not extended.
She said Bestinet also gave its commitment not to claim any registered patent from the government if the contract did not continue.
