Civil servants to get 7%-15% pay raise, says PM


PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim has announced a 15% pay raise for civil servants under the management and professional category and a 7% salary raise for civil servants in the upper management category.

According to Anwar, the pay raise will be given to civil servants in two phases.

For civil servants under the management and professional category, officers will receive an 8% raise in the first phase of implementation on Dec 1, and a 7% raise in the second phase on Jan 1, 2026.

For civil servants in the upper management category, they will receive a 4% raise in the first phase on Dec 1, and a 3% raise in the second phase on Jan 1, 2026.

"We hope this will motivate the civil service to strive for the best for the nation," said Anwar.

Anwar hopes the salary raise will be sufficient to address the skyrocketing inflation rates at the moment.

"Before this, 12 years ago, civil servants only received a 5.8% hike, whereas inflation was 21%.

"I know that for civil servants below grade 46, it is very tough,” said Anwar.

According to Anwar, Putrajaya has allocated over RM10bil for the civil service salary adjustment.

Anwar also said that beginning December this year, the national pension system will be replaced with the civil service pension system (SSPA).

"The SSPA contains the spirit of the civil service reforms that is needed to ensure the Malaysia Madani agenda is a success.

"Three factors are required to achieve this goal - increasing the productivity of the civil service, increasing the readiness of civil servants to implement change and to increase the country’s competitiveness," said Anwar.

Anwar also said that the SSPA is a performance-based remuneration system.

"Those who excel will be rewarded and those who fail to perform will be subjected to some actions.

"As I stressed, we cannot provide the same treatment for all, especially when it comes to rewards and recognition.

"I want to send a clear message that civil servants who do not show good work performance or are often absent, will not be rewarded," said Anwar during an address delivered to civil servants at the Putrajaya International Convention Centre (PICC) on Friday (Aug 16).

Meanwhile, Anwar said beginning next Monday (Aug 19), he wants to see civil servants coming to work with a new spirit and work culture.

"We don’t want to increase the salaries and people are still asking why we are waiting until to two hours to get a license and some up to two weeks for other matters," said Anwar.
