Minimum SPM required to join civil service, says PM


PUTRAJAYA: The government has agreed to raise the minimum entry qualification for the civil service to Sijil Pelajaran Malaysia (SPM) or equivalent, says Prime Minister Datuk Seri Anwar Ibrahim.

According to Anwar, this measure aims to ensure efficiency, productivity, and the optimisation of the civil service workforce.

"In line with the increase in appointment terms, the burden and complexity of job duties will be increased.

"This will encourage multitasking and 'multi-skilling' among officers, and the use of civil servants can be optimised," said Anwar during an address delivered to civil servants at the Putrajaya International Convention Centre (PICC) on Friday (Aug 16).

Meanwhile, Anwar said the government agreed to standardise and reclassify the grade of positions comprehensively based on the needs of the public service.

"This involves amending the appointment conditions for 17 government services to obtain the best talent to serve in the civil service, in line with technological evolution and the current education policy," added Anwar.

Anwar also wants the Public Service Department (JPA) to conduct a comprehensive staffing audit to identify "imbalances" involving staffing that may occur across ministries and government agencies.

"The JPA needs to take further coordination actions to ensure that the workload is fair to the complexities and scope of duties assigned to each unit in each ministry or agency," said Anwar.

At the same time, Anwar also said the government will rationalise the Representative Office and Representative Offices of Malaysian Government agencies abroad, from Jan 1 next year, under the principle of "shared resources."

According to Anwar, this is due to the overlapping functions and roles of representative offices of Malaysian government agencies abroad, and the government wants to optimise the use of its resources.

"As an example, agencies that carry out investment, trade, and tourism promotion functions should be centralised under one roof to optimise operating costs," added Anwar.
