Civil service reform needed, says Shamsul Azri


PUTRAJAYA: Outdated processes, silo working and "little Napoleons" in the civil servant agencies need to be eliminated to reform the civil service, says the Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Abu Bakar in his inaugural message.

“This is because there is a feeling of ‘superiority’, where they (certain agencies) feel absolute authority belongs to the agency,” he said during the 2024 KSN Leadership Aspiration ceremony at De' Seri Endon Hall, Puspanitapuri, on Tuesday (Sept 10).

He added that delays are affecting stakeholders and clients in terms of cost.

Regarding integrity, he said the Anti-Corruption Commission Malaysia (MACC) statistics show increased arrests involving civil servants.

“Up until August 2024, a total of 408 arrests have been made involving civil servants.

“This is an increase compared to last year, with 318 arrests.

“There is no denying that there is still a ‘Little Napoleon’ inside the government organisation,” he said.

He added that several initiatives are in place to address these issues, such as expediting the Government Efficiency Commitment Act to improve efficiency, as well as revising outdated or overlapping rules, systems and work procedures that are to be implemented by Chief Secretaries and Department Heads.

“It should be examined whether there are certain procedures we can improve by applying new technology such as robotics process automation (RPA),” he said.

He announced that a special team would be placed under the Public Service Department for the implementation and expansion of MyPortfolio 2.0

He added that services at government counters also need to be transformed to be more agile, professional, and friendly, applying Madani values of respect, courtesy, professionalism, and ethics when serving customers.
