KUALA LUMPUR: More than 20 centres will be used throughout the country for the rehabilitation of more than 10,000 Global Ikhwan Services and Business Holdings (GISB) members.
The rehabilitation programme, which is strictly on a voluntary basis, is conducted by the National Security Council (NSC) in collaboration with the Malaysian Islamic Development Department (Jakim) and other relevant agencies such as the police and the Welfare Department.
NSC deputy director-general Comm Datuk Baharuddin Ahmad said based on the council’s record, there are a total of 10,500 GISB members nationwide.
“The programme will be conducted for three months at several selected government training centres.
“The participants will be provided lodging and meals throughout the programme.
“All GISB members nationwide are invited to join the programme to undergo comprehensive skills training and rehabilitation in terms of creed (akidah), syariah, education, health and patriotism.
“Parents and children will not be separated, and we will do our best to provide lodging for them together,” he told a press conference yesterday.
Comm Baharuddin said registration for the programme will be open from now until Nov 14.
“Registration can be done online via the https://form.jotform.com/242760538389468 or by scanning a QR code (on the NSC website).
“Those interested can also contact Jakim at 03-8870 7294/7295/7296 or the NSC national operations management centre at 03-8888 0733.
“Registration can also be made at the respective state religious departments or district police headquarters,” he said.
Participants will be assessed by the director of each rehabilitation centre in terms of the level of rehabilitation required, he said.
“For a start, we will focus on members who are in the country but those overseas can also register.
“For those who are overseas, we will come up with additional measures.
“We understand GISB have business networks in 19 countries, including Australia and the United States,” he said.
He also urged GISB members to lodge a police report if they are threatened by any party for joining the rehabilitation programme.
NSC director-general Datuk Raja Nurshirwan Zainal Abidin said the Madani government is of the view that these individuals should not be neglected.
“Instead, they should be given guidance and full support by the government and society to return to the right teachings of Islam.
“There are three main aims of the programme. The first is rehabilitating GISB members following police enforcement. Our action will be based on investigations done by police.
“Second, the government sees the participants as victims and not perpetrators.
“The third aim is that NSC is entrusted with coordinating the programme as we have a central agency responsible for security matters.
“It is easier for the NSC to deploy manpower and government machinery in the rehabilitation process for the GISB members,” he said.
Meanwhile, Jakim director-general Datuk Dr Sirajuddin Suhaimee said the rehabilitation programme for GISB members consists of four segments.
“The segments or modules are in terms of akidah, skills training, patriotism and education with counselling.
“Each module will be monitored by coordinators from relevant agencies based on their expertise.
“A team consisting of Jakim personnel from the state and federal levels will evaluate the participants,” he said.
He added that the acceptance of the participants towards the rehabilitation would be evaluated within 90 days.
“Each participant is different. We have a further process should any of them require more guidance,” said Sirajuddin.
