MPs were told to act with decorum in the august House and not treat it like a wholesale market.
The stern reminder came from Deputy Speaker Datuk Ramli Mohd Nor (pic) as he chided Chong Zhemin (PH-Kampar) for interrupting proceedings yesterday.
“Yang Berhormat Kampar, sit down; I’m not done yet. I want to deal with things properly, one at a time.
“I don’t want the proceedings here to be like a pasar borong (wholesale market).
“It has always been my principle to maintain order here.
“The same applies to all MPs. Speak one at a time,” said Ramli, a former police officer.
This came after Chong interjected Perikatan Nasional chief whip Datuk Seri Takiyuddin Hassan (PN-Kota Baru), who was raising several questions pertaining to Supply Bill 2025 debates at the policy stage.
Takiyuddin had asked whether matters not mentioned in Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim’s speech last Friday could be debated.
Earlier, Ramli also halted proceedings due to side discussions between Datuk Seri Ikmal Hashim Abdul Aziz (PN-Tanah Merah) and Datuk Wan Saiful Wan Jan (PN-Tasek Gelugor) during question time.
“If you want to speak now, please do it outside,” he told the two MPs.
Separately, Ramli said MPs can debate points not read out by the Prime Minister during the tabling of Budget 2025 on Oct 18.
The Deputy Speaker noted that the speech text had already been provided to the MPs on their desks, and although some of the points were not read out by the Prime Minister, these can be questioned.
“Members who want to bring up matters not mentioned by the Finance Minister will be able to do so.
“They will be addressed by the Finance Minister during his winding-up speech later,” he said.
However, Ramli added that his decision is subject to an appeal from the MPs to the Speaker.
This follows the tabling of a motion by Takiyuddin to clarify whether a point included in Anwar’s Budget 2025 speech but not read aloud can be discussed by the MPs.
He referred to Order 10 (1) of the Standing Orders of the Dewan Rakyat that whatever is uttered in Parliament must be recorded in the Hansard.
He said that point No. 255 in Anwar’s speech was not mentioned and hence would have no record in the Hansard.
The point relates to a new law that allows house arrest as an alternative sentence for certain offences.
The offenders would be required to stay at designated places, such as a residential home, care facility or workers’ dormitory, throughout their detention period.
