Low passing rates for CLP questioned


LOW passing rates for the CLP (Certificate of Legal Practice) should be addressed by the government, says Datuk Seri Takiyuddin Hassan.

The Perikatan Nasional chief whip said the CLP was one of the biggest challenges for law students in Malaysia, with its pass rates hovering at 10% to 20%.

“I would like to ask whether the government is satisfied with the CLP administered by the Legal Profession Qualifying Board (LPQB), which has been managing it for 40 years,” said Takiyuddin (PN-Kota Baru) when debating Budget 2025 at the policy stage.“What actions does the government intend to take regarding the LPQB about its low passing rates?”

Law graduates from foreign countries such as the United Kingdom and Australia must sit for the CLP to practise law in Malaysia.It was reported that in 2023, the rate for a full pass was 34%, with 439 candidates making the cut out of a total of 1,297. In 2022, the pass rate was 30%, and only 17% in 2021. This year, only 200 candidates obtained a full pass.
