KUALA LUMPUR: Bukit Aman will hold talks with the Attorney General’s Chambers (AGC) on the statements of witnesses in connection with the death of Teoh Beng Hock, says the Inspector-General of Police (IGP).
Tan Sri Razarudin Husain said heeding the High Court’s instruction for the investigation to be completed within six months, the police will look at existing witnesses and see whether their statements could further assist with the investigation.
“We will get advice from the AGC in the course of completing this investigation.
“Discussions with the AGC, especially on witness statements, are crucial towards completing the investigation,” he told reporters after attending a mega-graduation ceremony for police trainees at the Police Training Centre (Pulapol) here yesterday.
The IGP said the timeframe given by the judiciary would be enough for the police to wrap up the investigation.
“Bukit Aman Criminal Investigation Department (CID) director (Comm Datuk Seri Mohd Shuhaily Mohd Zain) will oversee the investigation,” he said.
The High Court has given police six months to complete its investigation into the death of Teoh, who died over 15 years ago.
Justice Wan Ahmad Farid Wan Salleh made the mandamus order after allowing an application for a judicial review by Teoh’s parents.
In his grounds of judgment yesterday, Justice Wan Ahmad Farid, who is now a Court of Appeal judge, said he found that the police investigation had not been conducted with all convenient speed.
He said the failure to complete the investigation “without unnecessary delay” was in breach of Section 120(1) of the Criminal Procedure Code and therefore amenable to judicial review.
“The claim and reliefs sought by the applicants are within the domain of public law both in pith and substance.
“A judicial review is, therefore, a proper mode of commencement under the circumstances,” he said before directing the IGP to complete the investigation within the stipulated time.
“The interest of justice dictates that there has to be finality in this case. There has to be closure for everything,” added Justice Wan Ahmad Farid.
