Sabah Umno urges transparency in state’s free insurance scheme


KOTA KINABALU: The Sabah government should provide more details on the free group insurance coverage to the people, says state Umno information chief Datuk Suhaimi Nasir.

Its information chief, Datuk Suhaimi Nasir, said that while the initiative reflects concern for public welfare, particularly among low-income groups, it must be managed with clear mechanisms, sustainable financial planning, and public accountability.

He said the government must explain how it intends to fund insurance coverage for 3.5 million residents, especially if the full cost is borne by the state.

“Covering such a large number of people will undoubtedly require a significant financial commitment. If state funds are being used, it is important to assess how this will affect allocations for essential sectors such as healthcare, education, and rural infrastructure,” he said in a statement on Thursday (April 10).

Suhaimi also questioned the three-year duration of the scheme, from May 1, 2025, to April 30, 2028, asking whether there are long-term plans in place to ensure its continuity beyond that period.

“Without a broader policy framework, there is a risk this could end up as a short-term programme with limited lasting impact on social wellbeing,” he said.

He also called on the government to explain how state-owned Progressive Insurance Bhd was appointed to run the scheme and whether the selection was done through an open tender or direct negotiation.

“Good governance demands accountability and transparency when managing public funds,” he said.

In addition, he urged the state to clearly outline how the “automatic” enrolment will work to avoid issues such as data duplication, exclusion of eligible individuals, or misuse of resources.

“We would also like to know if the insurance coverage amount of RM10,000 for personal accidents and RM500 for death benefit is sufficient to meet current cost-of-living pressures, particularly for families who lose their primary breadwinners,” he asked.

Suhaimi stressed that the government must provide detailed information on how the scheme will be monitored and measured to ensure it truly benefits the people in the long run.

“Sabah Umno calls on the state government to clearly define the management mechanisms, funding sources, and success indicators for this scheme. Only with such transparency can the initiative be truly impactful and sustainable,” he added.

Finance Minister Datuk Seri Masidi Manjun had announced, following the weekly Sabah Cabinet meeting on Wednesday (April 9), that the approved free insurance scheme will be offered at no cost to eligible individuals, from infants to those aged 80.

The insurance claims process is designed for efficiency, with payouts made within 14 to 30 days after submission of complete documentation.

Masidi said the initiative reflects the Sabah government’s commitment to safeguarding the welfare of the people, particularly those in the B40 group, while easing their financial burdens.
