MANILA: In most countries, having sex with a 12-year-old child would have qualified as statutory rape. Not so in the Philippines, where 12 is considered the age of sexual consent, the lowest in South-East Asia.
That might soon change, with the passage of a Bill that seeks to raise the age of sexual consent in the Philippines from 12 to 16.
