FACED with limited employment opportunities, my brother who is a father of two decided to open a small business selling cendol after he lost his job. His situation drove me to analyse our country’s social protection system.

Of Malaysia’s 32.4 million population, 3.9 million are poor (12.4%), 7.5 million are children and young (23.3%), 7.3 million live in rural areas (22.8%) and 680,000 are unemployed (4.2%).
