ON Aug 29, 1975, Tun Abdul Razak Hussein, then prime minister of Malaysia, launched the first Rukun Tetangga scheme at Kampung Kasipillay (RTKK), Kuala Lumpur.
Back then, Kampung Kasipillay was on top of the police’s list as a haven for gangsters, drug addicts and pushers, thieves and the like. Six months later, it disappeared from the list; the streets were safe again, and people could walk about without fear 24/7.
